What We Do
At Capital Principles, the Firm's name is its mission statement. Capital Principles is a niche law and consulting firm focused on helping small and medium-sized businesses, non-profits, and public entities achieve a successful balance between commercial interests, client/constituent needs, legal compliance, and ethical operations.
Commitment to this blueprint provides clients with legal and ethics counsel satisfying every meaning of the term "capital principles."
In July 2010, Scott Caulfield founded Capital Principles to provide small and medium-sized businesses, non-profits, and public entities with a significant return on reasonable investment through effective compliance, ethics, and operations counsel.
Immediately prior to establishing Capital Principles, Scott spent six (6) years practicing law and lobbying (in Philadelphia, Harrisburg, and Washington, D.C.) for two large Philadelphia firms. During this period, Scott advised and represented organizations (ranging from Fortune 500 companies to non-profits to public entities) on hundreds of complex matters before Federal and state courts, government entities (Federal, state, and local), and other private organizations.
Scott also has several years experience writing and analyzing legislation, as well as advising elected officials on public policy and budget matters. Prior to working in the private sector, Scott was the Manager of Legislative Development and Floor Activities in the Pennsylvania House of Representatives.
In recent years, Scott has shared his knowledge of ethics, campaign finance, and political law as a witness testifying before numerous Pennsylvania General Assembly legislative committees; as a featured speaker at the Pennsylvania Society of Association Executives; and as a guest lecturer at Widener School of Law.
In 2004, Scott earned his J.D., cum laude, from Temple University School of Law. At Temple Law School, Scott was a member of the Temple Law Review; a Law Faculty Scholar; and awarded the Harold Goodfriend Public Policy and Service Award, and the Nat Wolfsohn Property Law Award.
In 1997, Scott earned his B.A. in History, summa cum laude, from the University of Pittsburgh, as a student in the University Honors College.
Scott is admitted to practice law before all Pennsylvania courts. He is a member of the Society of Corporate Compliance and Ethics; James S. Bowman American Inn of Court (Administrative, Regulatory, and Government Law); Pennsylvania and Dauphin County Bar Associations; and the Harrisburg Regional Chamber of Commerce (Government Relations, Transportation, and Education Committees).
